The Psy-Ops will Continue.
The following passage is an excerpt from the text titled Psychological Operations in Guerrilla Warfare. It was a 1984 CIA training manual prepared for the Nicaraguan Contras. In part it stated the following:
“We could neutralize carefully selected and planned-for targets, such as court judges, cattle judges (jueces de mestal, police of state security officers, CDS chiefs, etc. for purposes of the psychological effect, it is necessary to take extreme precautions, and it is essential to gather the affected population together to attend, take part in the act, and formulate accusations against the oppressor.”
The line about “neutralize carefully selected and planned-for targets…” is notorious because “neutralize” was widely interpreted as a euphemism for assassination, though officials at the time disputed that interpretation. The manual caused controversy when it became public and was tied to debates over U.S. covert operations in Nicaragua.
