What is the difference if they distribute it or a "lay minister" distributes it? There is no difference. They can be "trained" to distribute just like the people who pass it out at every Mass.

Probably because everyone has to do something in order to participate. It's all part of the New Church. People running around doing things . But they also have people who bring Communion to the sick and the elderly who can't go to mass. So what is wrong with these two giving each other Communion in the New Church? It's no different. Among many other reasons, this is the slippery slope of communion in hand that the desensitized NO laity has been subjected to since the 1960's. If they can receive it in the hand, why not distribute it as well, it makes perfect sense to them.
