I guess: convincing himself. That he is to decide who is a pope and who is not.
BTW, privately I consider all post-conciliar popes as weak, dubious and harmful for the Church (and yes Francis is a grotesque creme de la creme or icing on the iceberg cake /in Polish we say: cherry on the cake/ of post-conciliarism but he is a child of the same Revolution of the same persons he tried to "canonize" - together with the Revolution itself)
Nevertheless... I will not raise a claim that I have the duties of bishops or cardinals to check them and declare a notorious heresy, for example, declaring him/them non-pope(s).
Therefore, I have been waiting patiently and praying.
And yes, when His Eminence Vigano is a bishop it is his duty to prepare and address (if justified) a formal admonition and then a formal demonstration of notorious heresy. Not on any website or on youtube and not based on "feelings" (e.g. somebody embraces a public sinner or smiles at him so I feel he is an apostate - because such a behaviour is childish and ridiculous - having in regard the graveness of the drama Church is experiencing today) but the Deposit of Faith and culpable public notorious contradictions with de fide Truth of the Church (i.e. public sin of heresy)

A declaration of loss of Office (not judgment) after i.e. formal heresy, isn't applicable to Cardinal Bergoglio. Abp knows the fact of him being uncannonically elected (against Church Constitution) since simultaneously lived pope Benedict XVI in Vatican who didn't resign the Petrine Office (munus and ministerio as such and jointly).
Finally to convoke any council and declare anything abp Vigano would require cooperation from other Churchmen. Do you see anyone to help ? The traditional Bergoglian indulters who accepted Sacramental permissions to feel more inclusive and cooperating with the Destroyer to grow in quantity. .. ? Or the remaining Dubia Cardinals with Bp. Schneider who are all jointly legitimizing Francis ? May be the resistance Bp Williamson is building... In this case unity is required for any successful counter-revolutionary act...
